Pastels and light colors with the lugs outlined or contrasting tubes all the way, I really like Creams myself. Bob has done some wonderful builds in those colors. even without outlines they will shadow in the right light.

Next build I am doing will be Cream body, British racing green head tube and gold outlines on lugs. SouthPawBoston has done some wonderful builds in those types of colors. https://www.flickr.com/photos/7516215@N03/

I like the cream and green.
I did not so much accentuate the lugs but they show up well.

Not going chrome. Black with white/cream is a thought. I believe that pearl white with a contrasting color head tube and possibly lug outlines is probably at the top of my list but looking for more options. So yes, this is more than a hypothetical question on a lazy Tuesday evening.

If the lettering on the downtube has an outline color, I sometimes like to use that for the outline color of the lugs. If you could see the lettering on the bike below, you'd see it's outlined in gold.

I wish I could tell you. CyclArt did the repaint. I'd like to think they made it easy on themselves and used a paint pen, but I'm just not sure. The extent of my involvement was in choosing the colors I wanted.

gridplan, beautiful, Miayta right?

I'm probably going to stick to two colors, staying with a fairly simple elegant look for this project.

Thanks, no, it's a Pinarello. Yeah, you needn't go nuts with the colors like I did.

Colors should either complement or contrast pleasingly. Get a color wheel and play around with it. When I get my Super Course re-squirted I think I'm going to do the frame in copper, the lugs in British Racing Green and the outlines in... I don't know. Maybe a deep red-based blue.

Doh! I should have recognized those as Pinarello lugs. There's a nice old Miayata that a local guy repainted w/o any decals that stumps everyone every time we have a C&V meet & greet. With fresh eyes and a fresh mind now I remember which is which.

To show off clean lugwork? Pearl white or powder blue. Contrasting colors and pinstriping may accentuate the shape of the lug, but tend to obscure the quality of the underlying metalwork.

The colours are a matter of personal taste - I think a pale pink head tube with prussian blue lugs and tubes is beautiful.

All I can add is that IMO lug lining is only necessary to show off lugs when the lug and tube are the same colour. Otherwise, the lugs will stand out just the right amount if the tubes and lugs are a contrasting colour. Having contrasting colours AND lug lining just takes the eye away from the lug design and focuses it on the lining. I think a lot of people mistake the ensuing optical overload for aesthetic improvement.
