It's been/being/will be debated.
At present, I'm of the opinion they are Cinelli-built frames that were produced around the same time, perhaps by the same builders, as the Equipe.
The Centurion rep on the project was Alan Goldsmith, and he pretty much ruled out anything but the grey Equipes, and doesn't think more than 150 of those were made, in fact, he pegged it as far more likely that 50-100 were made than 150.
I've not seen enough of the blue models at any given time to really get into their details. afilado has a beauty, and it's the closest to the grey models that I've seen. It had no decals.
That blue color, though, is available on Cinelli SC's right now, while grey is not. Go figure.

Great pictures, I was looking for your bike. I haven't seen what the bike looks like (seller is unresponsive) but blue Centurion with Campagnolo dropouts seems to fit a pre-gray pseudo-Equipe. I'll probably pass on this (I was more curious than anything plus I'd like more chrome) but if anyone is interested I could find the ad and post it.
