Tandem ID

Can someone ID this one? Has blue and white Messinger seats, double chain and all that is missing is the chain guard, has been disassembled for professional painting.

Can you help with the serial #? I have enlarged it and it is crude, for sure. There is a very faint 47 and then T and a vertical mark and o6227. Can't match it to the Columbia d/b
