A few questions about restoration...

I have a bike with some minor rust on the paint on the frame, the components are pretty much in good cosmetic condition (IE I don't need windex and a roll of foil), no pitting apparent either, I want to remove the frame rust obviously, while still preserving the paint I've stripped frames down before and repainted, and cleaned up an older raleigh frame but that was more of a get the rust off, if it's bare oh well wax it. I don't want to do any more damage to the paint then is already done. Now on to the chrome, there's some minor scratches etc, nothing so bad I just want to replace out of hand. I'm not experienced with it other then the foil/windex trick and I don't think that's appropriate in this case, I want to clean the chrome, then buff it I guess? Keep in mind folks, I've already spent wayyyyy too much on bike parts/accessories/bikes for right now, I need to keep the cost down on this but I do have tons man hours I can devote, so please please keep that in mind. Here's my baby...

Search the forum for oxalic acid - I've just tried it this past month and find that it works great.

hmmm I think I'm going to look into barkeeps friend or whatever it's called for the chrome, but I won't use oxalic acid on the painted parts... still looking for suggestions (really don't want to bleach that cool silvery gold).

Oxalic acid works great on painted parts. It won't harm the paint or decals unless you leave it immersed say for week. It is mild but just powerful enough to break rust bonds which are unstable anyway.
