How do you remove these downtube Huret shifters?

I tried turning the "knob" left and right and it wont budge and I don't want to break the thing. Is there some special way to remove this?

nothing unusual: just rotate CCW. Probably rusted tight so soak them with a penetrant, maybe tap the screwhead with a soft-face mallet, then unscrew.

Perhaps a pair of lockjaws padded with pieces of an old inner tube to turn the bolt ( instead of the bail ) if it's really seized.

I think I'd try the responses you were already given in the order given.
