Many of Soma's frames are designed to be 650B "friendly" (and they also make one dedicated 650B frame). Most of their frames are designed for 700c but many have enough clearances and brake bolt placement to allow long-reach brakes to work well with 650B wheels should someone decide to build them up that way, and this is something they mention in their frame descriptions. I built up a new Soma mixte frame around a 650B wheelset and 42mm Hetres and it came out great. Soma frames are also relatively inexpensive-- I got my wife's frame for $400, and it's all TIG-welded double-butted Tange Infinity chromoly.
