I've just found a Grail bike! French Constructeur Randonneur content.
It's not a Rene Herse or Alex Singer but i love it!

Dang. Look at the contraptions on that thing. Is that another Simplex "suicide" front derailleur? That front wheel looks a little funny on there but what a score. Can't wait to see close ups of this bike.

Well the bike is completely stripped now with just the crank to remove. The condition of the paint on the frame is looking better than i first thought.
There are a few little chips here and there but i think it is going to clean up well.
The component list...
Aluminium Normandy clone Exceltoo super competion hubs.
Aluminium Super champion rims.
A Duprat Universal crank.
Morvil cantilever brakes
Ideale 63 leather saddle.
Simplex ( Grand Prix ) Rear derailleur.
I'm not sure of the front derailleur marque but the outer cage is snapped off.
Pivo , Philippe clone Stem.
Aluminium Randonneur bars and brake levers.
Roto Phare dynamo.
The Campeur racks are made from hollow pipe.
I'll post some more photos of the frame tomorrow.
