1980 Raleigh Grand Prix Rear Derailleur Question

I have what might be a fairly dumb question about my rear derailleur on the Raleigh I'm working on. My bike knowledge at the moment is close to zero, so bear with me:

The rear derailleur on this bike has a "claw" that hangs off of the wheel bolt at the dropout, and there is no hole for a hanging bolt on the frame. There are also two nubs that keep the "claw" from hanging flush with the frame. Can anyone tell me if this derailleur even belongs on this frame? If so, am I missing any parts? It seems that I should just bolt the derailleur on the frame with the wheel bolt, but the two "nubs" keep it from hanging flush. Is that a problem?

Pictures for clarity:

Yes, it belongs with that bike, and yes, you are missing a couple of parts: a small bolt and a "shoulder nut" that holds the claw in the proper position on that dropout. A good LBS should have some laying around.

Here's an example from loose screws. Somewhat interesting, loose screws also sells just the nut and screw, for more than the entire assembly...
