Mystery Frame Help, 110mm spacing, "C" and birds on lugs

I'd guess "custom" due to the solid brake(less) bridge and canti studs...but 110 spacing (weird) and the Campy portacatena DO has the RD hanger removed: some kind of SS CX frame? Maybe just a "custom drewing", and the customizer brazed on his own head badge.
