Early 70's Royce Union tire size

I'm rebuilding a Royce Union and the rear wheel has an interesting tire. It says 27 1/4 for S-5 and S-6 Tubular but the rim is a clincher. The front wheel seems to have a standard 27" but it's hard to tell since it disintegrated. I already need an alternate freewheel socket for the build and special order tires will add to cost for a beater flip bike.

I'll probably try a 27" tire tonight but I thought some historians might provide insight.

Thanks.

I got home and a set of 27 x 1 1/4" tires fit the rims, taking 75psi. I'm wondering if the S-5/S-6 tires were the wrong ones but happy regular 27" tires fit.
