Where do you get it? I would assume I would need to take my bike in so they could match it. It's just to put over frame scratches from leaning the bike against stuff or falls. Not over bondo or dents or anything.
Some of the scratches are to bare metal(a few with spotty rust, nothing a little steel wool wouldn't remedy before painting) but most are just to primer.
On an 87' Lotus steel tri with Pearlized Coral paint. In case it matters.

I was going to say Testor's enamel model paint from your local hobby shop, but in that color, maybe a beauty supply store may be better.

I go to my local Mega Hobby super store. It's one of the biggest Hobby stores I have ever been to. They seem to have every color made.

And if you can't get exact, you can mix it, if you're good That sounds like a rather esoteric, exotic color.

You can get a "touch-up" bottle custom matched at most professional automotive paint stores. I bring in the fork for them to work with. Expect to pay about $15-$20 depending on the store. But in most cases it will be a very good match, and good quality paint that will hold up well.

^ Yes. This. Certainly better paint than either model paint or nail polish. I did this once, for my purple Gitane. Unfortunately, however, the place I went to would only put it in an aerosol can, for some reason.

My 2 cents:
1st choice for quality and match: Otis post above. Take the time and the extra money to get it as close as you can.
2nd choice for quality and match: Duplicolor - auto parts store-use the chart if they have one, and they should.
3rd choice for basic colors: Craft store paint pens, from Testors, Sharpie, and others.
3rd choice for more unusual colors: Beauty supply store for a nail polish match.

After-care: all of these can be carefully rubbed out. Yes, it's painstaking, Yes, it takes a while, Yes, it's worth it.

A clear coat preservation can be applied to an entire frame or just the affected area,
but that really depends on how far you want to go and the time you want to take.
