1982 Fuji Supreme - A couple questions

1982 Fuji Supreme - A couple questions
I've been a lurker for a little, but now I'm looking for some feedback.
There is a 1982 (I presume) Fuji Supreme posted for $100.
The questions I have are in regard to what I can/cannot see in the pictures (the ad is here: https://duluth.craigslist.org/bik/3144068030.html). The current owner said everything is original, but the rim valves appear to be different than the stock. And I'm uncertain what the thing is on top of the right brake (both the valves and the "thing" are visible in the third picture). Not sure how to interpret each of those parts.
Also, the only sizing the owner knows about is that it's 56 cm. Does that mean from the bottom bracket to the bottom of the seat post or the top tube? (And, to give you an idea of my size, I'm 5'7".)

that bike is likely not a 56cm by any standard measurement, and probably too small for you. If it's complete and in good shape, it's well worth $100, to someone that it fits. If you want to learn about bikes and potentially make some money, grab it, give it a good going over, and resell it to a grateful lass looking for a cool vintage bike in good working condition.
