Tight bearing race on steerer tube, how hot.....
I've got the fork in the freezer and the race in the oven at 350. Is that hot enough? How long?

I wouldn't go as high as 350F. You risk affecting the temper on the race at that temp. If 200F doesn't do it, you are either using the wrong diameter or you need to have a shop machine the seat. Is this a new headset?

Threads are happy, head tube races are happy, fork race starts-but barely.
I think I'll leave the fork in the freezer overnight and heat the race in the AM. Fork is more mass so it will take longer for the temp to affect it. At least that is my theory.

Is this to fit a 26.4 crown race on a 27.0 steer tube? Tange does still offer headsets with 27.0 crown races.

Are you certain the parts are compatible, i.e. not trying to install an 26.4mm ISO crown race onto a 27.0mm JIS crown race seat? Dig out your vernier/digital caliper and do some measuring.

I would guess you are trying to put a 26.4 race on a 27.0 crown as well. I've never had a used crown race be anything but too loose. And I've never had to resort to heating/cooling a proper size crown race. It's just not that type of interference fit.
If there's a full service LBS in your area or a local frame builder have them cut the crown to 26.4. That way you will always be able to use a good quality headset.

If it doesn't crack immediately, it will eventually. Get the crown race turned to fit.

When heating bearing races for interference fit, one should not heat the race more than 240 degrees F. There are heat sticks that will melt at that temperature allowing for accurate heating. I have done hundreds of these, as a professional Millwright, over the years.
As for that race fitting the fork - better do as others have suggested and measure the race and compare that measurement to the fork. If the fit is more than 0.2mm you will have problems with cracking. That said, I doubt that you will get the race on, unless you heat it to the point where it is beginning to melt.
