had the same problem, pb blaster, smacking it,.. everything, ended up cutting the stem off, and putting the stuck part of the stem in vice and heating with a heat gun and working it back and forth with a crow bar between the fork crown, gnarled the **** out of the paint, but the ***** came out...

Just an update...
Put the bolt back in and whacked it with a plastic mallet. That loosed the wedge but not the quill. I hit it with PB Blast and waited a bit and whacked it again. That pretty much did the trick. The stem is now removed, the cups for the ball bearings in the headset have been cleaned and I am awaiting new ball bearings in the mail.
The Seatpost was also stubborn but succumbed in the same manner. The quill had a tiny bit of rust and the seatpost looks great. The little bolt that holds the top of the quill pinched to the handlebars needed some coaxing with the mallet and after I got it out I realized that it was a solid piece and the handlebar must need to slide out instead...sheesh.

Make sure when you reinstall the stem to put a good slather of grease on the stem before you insert it.
