Fenders/Mudguards for 24" Wheels

I'm setting up an old mixte with 24" wheels for my daughter. Does anyone make lightweight or middleweight 24" fenders? I have not looked at Wald's chromies but my recollection is that they are a good match for fat 2"+ tires and I'd like to run 1-3/8 and thought they might look a little oversized.
