Partial paint job or whole frame?

Partial paint job or whole frame?
I had rear canti brake posts brazed onto a frame which means that the paint on the seat stays is wrecked. I'm wondering if there's a cheap way to paint/powdercoat/protect the exposed steel without repainting the entire frame or do I just need to give in and have the whole frame blasted and sprayed.
I'm in the east bay area if that makes any difference of if any of you have recommendations for shops that might be able to help me out.
Bernie Mikkelsen did the work for me. https://www.mikkelsenframes.com/ It was a pleasure visiting his shop. He was also working on a Gios that he had repaired some serious rust damage.

Ed Litton is nearby, but obviously Bernie does not use him.
No idea as to the overall value of the bike, but guess a full repaint or pro paint to match existing is not worthwhile or in the current budget.
I would clean it up, and two, three step rattlecan it.
Mask the terminations with some sense of style and be done with it till you really need or can afford a pro respray.
I'm not a fan of powdercoat, and I don't think powdercoaters will want to work with existing paint remaining on the frame.
