How much is that bicycle in the window... or more importantly, what is it?

My brother was in New York last year and snapped a 'Saw this and thought of you' photo of a bike in a store Window then promptly forgot to send or show it to me until today. The Store is Pasanella & Son Vintners and the picture of the Bike is attached, have never been too good at reading scripted text so can't make out the brand on the downtube. Love the colour, but am thinking this is a repaint/powder coat as the fork crown looks like a design you'd expect to see chromed. Nice looking bike all the same. Anybody out there, see this before or have any info?

Also I know exactly where that store is, it's not too far from my work. If you want more pictures I could stop by at some point.
