What Brand Is Associated With This Logo?

It is Japanese and I know I've seen it in the past, but can't put my finger on the brand associated with this logo. I'm quite sure some of the Japanese bike aficionados on the forum will get this very quickly. Anyone?

Might actually predate nishiki.

This Wikipedia page has a 'KB bicycles' (Kawamura built) that seems to be from before nishiki. Nishiki (bicycle) - Wikipedia, the free encyclopedia

About 5 minutes after I posted this picture, I spotted a headbadge picture over on SoCalBicycles. Yes, it looks like Nishiki to me and it looks like BG wins!

Or, it is from the same place just before the Nishiki brand name was used, it was American Eagle.
Quite likely via West Coast Cycle Supply.
Going back to the 1960's at least for my awareness. My parents were shopping for my upcoming bike in late 1966. I wanted a Schwinn, they were expensive.
One shop had these American Eagle bikes, one was a 5 speed, not a three speed, but it did not impress me. (lower price too)
They were made in Japan, I commented that why would they call it American Eagle if it was made in Japan unless they were trying to hide something.
We liked the Japanese products in our house, our black & white televisions were by them, and they were honest, they used their Japanese name here in the USA.
That flower by the way is very close to the symbol of the royal family of Japan, why it is there I do not know.

The flower is definitely a West Coast Cycle thing. It was on an Azuki I had.

Filtered or unfiltered? Or does it even matter? Which reminds me, the liquor store here in town used to carry the unfiltered Sake, which I prefer, but it seems to be unavailable now. It stinks because I like the unfiltered better.

While the chrysanthemum flower is used by the Emperor, it generally was used on military and other items owned by Japan's government and the Emperor by default. Perhaps that company was federally owned at the time?

This is the story I've seen in a few places. WCCS spec'd the bikes and negotiated with Kawamura to build them, called them American Eagle and used the logo shown in the OP. After a while the dealers began to ask "why would they call it American Eagle if it was made in Japan...." Apparently Howie Cohen agreed and held a contest at Kawamura to select another name, a Japanese name. Picked Nishiki, changed the logo/headbadge and moved on from there.
