I can't give you the brand, but it's clearly UK given the coat-of-arms headbadge with symbols for England (rose) Scotland (thistle) Ireland (shamrock) and Wales (leek) and looks like a lamp bracket on the RH fork blade. if it isn't actually made in the UK it's trying REALLY HARD to appear so.

Except for the rear derailleur which is from a later era, the bike dates from the mid to late 60s.
