Is it just me or do the crank arms look rather long? All chrome, stem shifters and turkey levers....you got me, I'm baffled.

Despite the Harley Davidson decal on the headtube, it is not a Harley Davidson. I think you have a bike not distributed in the USA.

Thank you for the closeup shot of the head lugs. Please provide same for seat cluster area, bottom bracket from both sides, and rear derailleur hanger/dropout.

Dimensions help, as well:
bottom bracket shell width (68 or 70mm)
bottom bracket cup markings (1.37x24, 36x24, 35x1)
seat tube diameter (28.0 or 28.6mm)
seat post diameter (anything from about 25 to 27.2mm)
any numbers, names, letters stamped into frame, cranks, hubs, edges/sides of nuts

Looks to me like an old beater bike that someone that works in a plating shop dipped/tossed in the processing tanks (when nobody was looking), and reassembled using a mixture of old parts he had lying around. All the edges (look at the lugs on the frame, you can still see some grinding/filing/sanding marks) are rounded off like someone took a grinder to it prior to plating (to remove rust?). This is not an original factory plating/chrome finish.

I don't recognize those lugs. Interesting how the original headbadge apparently attached to holes 180 deg opposed on either side of the head tube.

Very little rake in the fork for a vintage bike; or is it just bent back a little from a collision?

The head tube and adjacent lugs could well be one piece. I too think the fork is not its original rake and or shape.
It would be interesting to work out the steering trail as the bike sits.
Best help will be the unusual head badge mounting holes, and referencing bikes that can be found locally, probably imported my guess 30-40 years ago, maybe more.

Picking up on the fork comments... I saw this thread earlier and thought the same thing. For a bicycle that has chain stays as long as on this frame, the fork has hardly any rake. For that reason I, too, think the fork is not original to the frame.
