Is it really the Pacific that oversees the mass distribution of department store bikes these days?

The lower head cup looks like it may be a Tange Falcon. There is a bicycle distributor in San Diego California called Bicycle Parts Pacific. Wonder if perhaps they could have had this badge? Not a suggestion, just a possibility. The BCM lugset and Campag ends provide starting clues to the country of origin. What is the frame's threading?
