@Flog00 - those are tire guides to guide the tire between the caliper arms during changes.

^ My opinion is that the chroming is not quite nice enough to run as a bare frame, so I'd paint it.

Paint it but leave chrome stays and fork ends. All chrome is too much.

Paint it whatever color you want, leave the chrome "socks", but use the chevron style chrome/paint divider tape as a nod to the original paint scheme, as seen here: https://www-hsc.usc.edu/~rpinder/images/ro9.jpg

Whichever you do will be stunning!
I would go for the paint however...agree with @JAG410 on the chrome socks and chevron style divider...but...I like the green that it was more than the original red! Of course, you lose the nickname for it!!! :-)
