Complete with what looks like a reversed fork to keep from having to mount the prop too far away.

Suppose your top speed in still air is 15mph. That means with a 15 mph headwind, you can pedal for all you're worth and remain motionless.
Realistically, a couple of big squirrel-cage fans might work as well (ie, poorly), and be easier to gear up, less dangerous too.
