I like the comment on there that says cyclist should keep up with the flow of traffic. Meaning, if the speed limit is 45 MPH, you should be riding that fast.
I think it could be solved by people watching what they are doing. You are coming up on someone going 15 MPH on a bike, you might want to pay a little more attention on what's going on so something like this doesn't happen.

Shore Drive is one of those roads that is 45mph most of the way, but people end up going 55mph or more. It is sad to see another fallen bicyclist.

This is an issue of contention, that drivers have assumed, and police have encouraged, that if a road has a 45MPH speed limit, that it's acceptable to go somewhere between 55 and 60MPH on it. Speed limits are supposed to be a a MAXIMUM not a MINIMUM, yet it's perfectly acceptable to exceed that, sometimes by a lot. The logic was originally that speedometers were not super accurate, so you should be allowed a 10% grace amount. This grace amount seems at some point to have become 20% or more, even though the technology for speedometer accuracy should be improving. Nobody ever thinks the onus should be on the driver. If the speed limit is 45MPH, then the intention should be that you drive somewhere between 35MPH and 40MPH, so that if your speedometer is reading low, that you don't exceed the limit.
Drivers also seem to have the idea that they have the right to not have to slow down or wait for anything, whether that be a cyclist or a pedestrian.

Having grown up in VaBch and living off of Shore Dr/Great Neck (old) I know all too well how dangerous it is to ride a bike on that road. The Pleasurehouse road intersection is terrible. I cannot count how many time I was forced off onto the shoulder by cars and trucks. I have had friends of mine hit by speeding cars crossing the road not watching where they were going. With the area being as built-up as it is now I am sure it is down right scary. :(

This is a problem nearly everywhere, roads that are mostly rural become more urbanized, but never really get converted into urban streets. They get dangerous as they end up really pseudo highways. This is a problem with a lot of arterial roads as well.
