I hate hills but I wouldn't want an entirely flat route. I choose option two, for the gradual incline rather than the steep all-at-once hill.

here is my "humble" hill I did for extra credit on my commute home and was FAR from that 11t

Like I have a choice, I have nothing but hills all around my house. Hills coming, hills going, hills in between... up to about 17%
I've learned to like em.
But I really like flat sections, too, I just have to either go over a lot of hills to get to relative easier rolling flats, or a lot of traffic. These days, I prefer riding the hills to riding in the traffic.

Anyone who says that 12% isn't that bad is completely fooling themselves. I have .1 miles of a 12% grade and it takes everything I have in me to make it up the thing in baby gear. And I consider myself to be a decent climber. Most of my rides are between 400-1200 feet in elevation gain.
EDIT: The hill I do is about 16% at the worst. Still, it sucks. 12% isn't much better.

The last 1/4 mile of the two mile dirt road to my house is just under 15 % and if I try and get out of the saddle all I do is spin the rear wheel. I have to sit all the way up. That's on my road bike with 23's though.

I'd take Option #3 and go the 9 mile 0% grade. Why? Because I live in the mountains and all I ever to ride are hills, hills, and more hills. I'd love a 9 mile stretch of flat road!
