These Razor Punk 180 and Razor Punk 360 bikes periodically show up on Craigslist.

They are not toddler bikes, but it is unclear how high the seat and bars go. I don't think they would work for long rides though.

I have the 12" Micro Pedalflow mentioned upthread. I quite like it, but I don't suggest it for the OP.
It is a standing bike- no seat to rest while pedaling.
You do have the ability to coast, but it is not a leisurely type of ride. It is actually a pretty good workout bike, and I feel I get as much out of 30 minutes on the Pedalflow as I do from an hour's ride on a regular bike. It can also a bit tricky to hop on and ride until you get the hang of it, as one has to balance and push off at the same time.
I regularly ride kick scooters & also ride a 26" bike and thought I had pretty good leg muscles, but this uses a different muscle group.
I do suggest that the OP look into the Zippr seated kick scooter. This is great for a slower pace and one has the ability to sit or stand while in motion. ZIPPR? - Zippr? Official Web Site

I know you said you wanted a non-folder, but have you looked for a Mobiky Genius? They're hella rad, or whatever y'all say out there.

Folding mechanism is simpler than my 12" folding bike. This new bike has 14" wheels.
Safety and comfy upgrade: so far I've reconfigured handlebar(rotated upward) so that it's higher and center of weight falls more behind front axis; replaced tubes and tires with fatter Schwalbe ones. The bike is quipped with 7-speed. But even top gear is quite slow, which is exactly what I wanted.
So many leg-powered scooters passed me by on the sidewalk. It was so fun!

@ VA hospital I see people with a leg injury on a scooter, kneeling on the damaged leg, propelling themselves with the other foot..

Update with latest picture: layback seatpost installed. working on a project to raise handlebar more. After that will need to find better fenders...

a. nose heavy: both handlebar post and seat post's angle tilted more to the back. It is much safer; looks better too!
b. lock problem after folded: the original transition between thick and thin pipes of seat post was causing the bike not fully locked at tightest folding position(there is a tiny travel-distance). The new design fixed the problem by either making the thick pipe longer or/and moving the lock from above to beneath the cross-bar under seat. As a nice side effect, seat post looks stronger and more stable too!
Attached please find some pictures ... one with the lock change, one w/o. The one w/o seems also has fixed handlebar.
I plan to get the new bike after they finalize the design. No major modifications will be required for that ... maybe just some longer fenders. I saw the manufacture had put them on their electrical models...

Yeah, for the brakes. Dunno why they went back to V-shape from Disk for the front. It seems that they are still working on the design now. I will wait for a while before getting another one...
