Lights, keep on the bike? handlebar bag mount

good afternoon

quick question,

I purchased an Ortlieb handlebar bag (Med) and Im wondering if I should mount On my primary stem or mount it a few inches lower on a second stem? Im sure the handling is better if the bag is lower, the ortlieb bracket sits pretty high on the bag so it would sit a bit lower than many bags Ive seen anyway.

Lights: I have a homemade light set up using MR 16 auto lights (10w and a 20W) . at the moment (cuz I was in a rush come fall ) I mounted the lights on the fork blades.

they work good but look hidious and there always in the way and get filthy way down there!!.

Im going to mount them different but Im wondering if I should take the lights off all together come spring as I dont do any after dark riding Untill fall , Then Il'l need the lights again cuz its dark at 630 am and 430 pm.

I always carry small battery lights for backup so I can use them for my once in a blue moon summer night rides.

many thanks have a great weekend
