feet clipping panniers

guys i have just got my new panniers and im wondering what can be done to stop my foot clipping the back on the pedal stroke.

I think i have them as far back as they can go does it matter if they point down slightly

i think the problem is i have size 12 feet

Do the panniers have a heel cutout profile?
The rack should generally be level but you may get some more clearance if you tilt it up a bit or raise it up. Some racks have a longer platform for more reaward placement of the panniers.

This why most touring bikes have slightly longer chainstays. Also, it looks like the bike could be a little small for you. How tall are you and what size is the bike?
