Retrofit front fender to Ritchey Carbon Comp?

Over the summer, I swapped out my old fork for a Ritchey Carbon Comp. Now there appears to be enough room to add a bill over the front tire.

I'm thinking about cutting a bill from a black Valovine oil jug. But not sure how to attach the bill.
Anyone got suggestions for making/attaching a short stubby bill to extend over the front of the wheel?
