ankle / lower leg covers for pants?
Let's say it's wet, but not rainy, and it's not warm enough for shorts. Sometimes I just want to make a quick bicycle run to the store wearing what I already have on - long pants. I could just strap down the lower pant legs and hop on the bike and go, but I pick up a little bit of road muck below my knees. I have fenders and mudflaps, but I still get a little bit.
Is there any solution to this?
Rain paints is too much hassle for a short trip and can be a little too warm. I was hoping there would be large transparent covers I could strap around my lower leg, but I haven't found any. I suppose I could always just make a pair out of large plastic storage bags...

I once did this with the sleeves of an old storm jacket, but they tended to trap sweat, wrinkle my pants, and look just downright silly.
