Lets see if I understand. You want some widget you can clamp onto the bike that will hold extra water bottle cages? I've seen ads for a device that attaches to the backs of the seat rails and holds two water bottles. Not sure where to get one though. A couple of pipe clamps per WB cage will work. Remember to put something like a piece of old inner tube between the clamps and the bike frame. MMMM, under the cage too.
On long rides I just put extra water bottles in the pannier I always use.

TwoFish Quik Cage & Bottle or Minoura BH-95 Water Bottle Cage Mount for traditional mounting points. There are other styles/mounting points... behind the saddle or handlebar models. Depends on which one meets your needs better.
Minoura makes some cool soft drink bottle holders, if you have the room, which they call "Pet Cages":

I think I'll opt for the hose clamp solution and spend the money on the Minoura cages.
