help with pannier installation

This may sound stupid, but I just got a pair of Detours Transit Tour panniers for commuting as a gift, without instructions for installation. I understand how to clip the top on, but not sure what to do with the strap. Anyone have these?

Most bags have a hook for the top and a hook on a bungie that goes down to the bottom of the rack to keep it from bouncing off the top. The Nashbar bags that I have came with little velcro straps to hold it on the rack's top bar.
