When I went to college I used a full length locker in the men's locker room at the gym. Might have been an advantage of having a parent on the faculty in Phys Ed. It's been so long ago, I really don't recall. But anyway, I rode in, about 4-5 miles, locked my bike up back by the raquetball courts, showered and dressed, then walked everywhere. It was a small campus.

Sorry, I know that's not much help in your situation. You could try a desicant bag, as per Fattyfatskinny's suggestion, or Chephy's suggestion of riding in street clothes. That's what I used to do. I didn't even own any cycling specific clothing back then. A lot of my riding is still in street clothes.

I wouldn't leave clothes, nor anything else for that matter, hanging on my bike and expect it to be there when I got back.

Sounds like a backpack or pannier to carry one change of clothes is the easiest. Shorts take a while to dry, but my jersey's are pretty fast. Maybe you just need an extra set of shorts.

I'd never ride naked. Can you imagine your stuff gettting caught up about the saddle rails. Heck, I don't like it when regular shorts gets caught up about the horn

I generally dry out my gear as I shower, which mostly works. I'll usually bring an extra shirt (usually a Wal-Mart wicking shirt) so it's guaranteed to be clean and dry. Shorts are both more expensive and bulkier, so I don't generally bring shorts.
