Along the beach between mordialloc and port melbourne there's a good long 30km-ish stretch of bicycle track. A lot of people ride on the road along that stretch but its a perfectly nice bicycle track. Along most rivers, especially the Yarra theres a good path which Cyclists use a lot, and it goes right into the city. Most of Melbourne Suburbs though, its pretty pleasant just riding on the road or in a service lane, and bike lanes between parked cars and moving cars are reasonably common.

If you're looking for velodromes, theirs a good open one in Carnegie. Not many people use it and it has recently been resurfaced so its very fun to ride on.

I live around 4 minutes ride from the velodrome so I'm very lucky in that respect.

I am guessing this is a joke question, since the information is so easily accessible, but anyway....
