Somewhere like Manhattan, of course, a large bike parking lot could be set up rather cheaply on somebody's roof! Just supply some way for the bikes to get up there (elevator, ramp system, or even separate up/down staircases) and, if you wanted to get luxurious, an awning on the roof to shelter the bikes Even in Manhattan, not every building is a skyscraper.

Great Idea, but who needs a $200,000/year sponsor? You could easily designate one floor from a parking
garage to be bike parking. Put racks in each car space. You could put at least 6 bikes in the same space
as one car. The savings on less wear and tear, and on cheaper insurance could easily pay for the racks.
Charge just a portion of the car rate for each bike. 1/6 the price of car parking for easy math's sake.
Probably a little more to cover the cost of the attendant.
Some parking garage owner just needs to get the balls to try this.
