Who makes the best hideous neon yellow jackets & vests for a bigger guy?
A lighter summer vest and a water resistant jacket for cooler weather would fit the need.

A friend was telling me that 550 nm is the wavelength most visible to the human eye. I haven't looked at enough of these coats to see if they're labelled by wavelength though.

I've been very pleased with the Pearl Izumi screaming yellow vest that I've used for 5+ years and they have improved it since I got mine. The color is ugly but it really works. I cannot believe how visible it is. PI clothes are generally cut to American sizing -- unless labeled "form fit" -- so they fit larger than most European brands. I wear XL in a lot of cycling clothes, but PI gear usually fits me in size Large.

I've got this one: Performance Transformer Jacket. Seems like you can get it on sale every other month for at least $20 cheaper. I'm 6'4" @ 235 and the XL fits me well. I wear it through the rather mild Virginia winters, not so much in the summer. The zippers are kinda cheap. Never paid much attention to zippers until I started bike commuting.

I am happy with my Illuminite commuter jacket from Performance. It is waterproof and ugly yellow with black by day and ugly yellow with REALLY reflective black by night. Just dont wear it above 50 deg F 'cause it's waterproof from the inside too.
For a vest I wear a Pearl Izumi Zepher. It's black but I think you can get it in brighter colors. I only wear it in the spring/summer/fall when the light is good enough to be seen without the screaming colors.

You may also want to check out AlertShirt.com. I have their ANSI CLass 3 windbreaker. Kept me warm and dry all winter. Cheap too.

I really like my Brooks Nightlife running jacket because it's slightly more stylish than other day-glow yellow jackets I looked at. It has a back vent, reflective patches, a zippered chest pocket, and a very good drawcord (but no small-of-the-back pocket since it's not a biking jacket). It's very thin & packable yet blocks the wind pretty well. They also have a sleeveless vest.

Edit: To address OP's concerns, it comes in XXL (chest 47-49") as does the vest. The fit is described as "relaxed" which might give you a little more room. They are both water resistant (drizzle okay, rainstorms probably not).

The J&G yellow jacket would probably be your ticket in cooler weather. I have one -- the only thing I don't like about it is it's a little baggy for my liking but I'm only 165 lbs. A bigger person would probably fit into a little better. It's very practical with two pockets in the front, reflective taping and a rear pouch -- not waterproof, but pretty water resistant and quick drying. Plus the gold/canary color is a little less guady than some others.

You might want to look into Lands End clothing, specifically their nautical line of windbreakers and multi use rain wear. I purchased mine for $70 and it isn't that nauseating, bile colored yellow green, you always see. Its more of a softer yellow that is pleasing to the eye but still noticeable.

I can only tell you that I would never again buy the Specialized that I have today. The main body of the jacket conveniently separates from its sleeves into a decent vest with good rear venting and it's very visible but there are numerous shortcomings:
Sizing is way off, since I'm always a Medium but had to buy the Large
Zippers catch too easily in the fabric alongside them
Tiny little front pocket is almost useless and there are no side pockets (although the rear pocket is generously sized)
No vents or adjustments at the wrists (meaning your arms will always be damp from sweat, regardless of the weather -- the material does NOT breathe at all)
Stains easily and does not clean well
In spite of its faults, I wear it as a vest almost every day and it works for that. But next time I will be shopping for something better.
