Well, I just bring a change of clothes for work, my cell phone, badge, prox card, keys.
On the bike i have a Water Bottle, Hand Pump, Multi-tool, Tire levers, spare tube. Thats about it.

Cycling socks. I have been riding in spd sandals. Occasionally, it is too cool in the morning and I pack a pair just in case my toosies get cold.
Arm warmers: been a bit sensitive to the morning temps lately.

Trunk bag w/Shirt, Towel, boxers, socks, lunch container, kashi bar, apple, orange, repair tools (hex wrenches, multitool, screw driver, tire levers, patches, $1 in change, $1 paper, phone, wallet, office key, couple of plastic and ziploc bags, and work badge, thermo w/ milk, then water bottle and pump (on frame), and me.

does it mess with balance if you only run one on one side of the wheel, or do you have to do two to evenly distribute?

That's it. Entire route is through central London so can throw the bike in a cab if mechanical disaster befalls. As it did when I broke my chain last week.

I don't have a "packing list". I just bring the stuff I need, most of which remains in the bag day in and day out.
If the stuff you need is such a large and complex set that you need a list to manage it, maybe that's something to (re)consider.

I used to carry way more, but I realized that since I'm in a populated area the entire time I really only need to bring the things I'm going to need at the office or at home. No locks necessary since I park it next to my desk.

Wrench to get the back wheel off (no quick-release)

Cargo net - the helmet goes on the rack when the bike is folded and I'm on the train or the station waiting for a transfer

1 pants clip

Train schedules
Backpack to hold all this Tools and such are in a saddle bag. Little Red has a seatpost pump, so no need to carry one.

Daily commute?
Bike is clean with exception of a red tail-lamp and a seat mounted H2O cage and bottle with the only fuel I need for 50 minutes.
Small Timbuk2 messenger bag has following contents:
change of socks, underwear and t-shirt (I keep a drawer at work with clean jeans, towel and soaps that I swap out periodically), wallet, phone/DAP, keys, crank bros mini pump, and legal tactical knife clipped conspicuously to shoulder strap.
Commuting Singlespeed in St Louis
Bike is clean with exception of a red tail-lamp and a seat mounted H2O cage and bottle with the only fuel I need for 50 minutes.

can you disconnect the pannier from the bike to carry the stuff into your office? How do you transport the contents from the rack to the office?
