placed an order for a frame in February, paid in advance, received delivery in August.
Is this an acceptable powder coating on a new frame?

No. Even though you probably are tired of waiting I would take those pictures and send them to someone in charge where you bought the frame and tell them you will keep this one till they send you a proper replacement since you already paid for it. Its worth a shot, they might do it or they might tell you to go take a powder.

If they try to balk at replacing it, let them know how many people will view their company's name in relation to the shoddy work they are trying to pass off,) on this forum... with full pictures... though you might not tell them yet as it should be a last resort. I would be extremely p.o.'ed

Even though it's going to be tough, I'd suggest you send it back and have 'em fix it. Or, as suggested above, keep it until another comes to you that's acceptable after you complain. I suggest that you require them to pay the shipping and keep you informed to be able to track it. Seems any company that cares about their customers would make it a priority to fix things. Otherwise, you could always sue 'em in small claims after you figure out what it'll cost to get the powder coating done right. Just my two cents.

hell no, after waiting that long I would ask them for a refund, send them the pics letting them know the work is not quality. I would buy elsewhere.

That's horrible. I know who made your bike. It's cool of you not to mention the name, since they're a new upstart company. Perhaps this was an oversight. Surely they'll make it right.

I do not wish to bash this company, just making sure i am not being unreasonable.
I cant believe this frame was sent out to me. No quality control inspection?
I contacted company and here is the response.
This morning, we tried to find the most perfect %%$# in your size, and noticed that all framesets do show some indications of the dark prime that was applied prior to powdercoating. Bubbles seem to appear around the bottom bracket area, for example, when they in fact are weld beads with a bit of the primer showing through the uppermost part of these beads. Another instance is the areas where the seatstay bridge is welded onto the seatstays. This creates the illusion of hairline crack around the junctions. A local powdercoat shop confirmed this observation. As for the fork, we agree with you that the missing spot(s) is unacceptable even to anybody's standards. We have found a fork without such spot for you. Please do advise as to what we should do next with regard to the frame.
