Need major help narrowing bike choices

I currently have my ebike on my original $120 townie mountain bike from costco.

I want to give this bike to my brother and make a new ebike hit for myself that is a lot more commuter friendly as I'm using it A LOT EVERYDAY.

I'm having trouble finding a bicycle that can hit all the following bullet points and not cost an arm and a leg.

There are SO MANY BRANDS and SO MANY BIKES out there that I can absolutely confused.

And walking into any LBS is like a sick joke to me. I'm always just shocked at all the $1000+ bikes they have and the "cheapest" ones for some reason are like $600+ and they're just mountain bikes, I mean, nothing great for commuting.

Please help me narrow down at least some manufacturers that might be selling the type of bike I'm looking for.

It could be a cruiser-type handle bars or like a mountain bike, doesn't matter.

I would like the bike to NOT have a rear suspension so that I can put a sturdy rear-rack. Or better yet have it come with a rear-rack already?! But it's ok if it doesn't, hehe.

It would be nice if it had those suspension-seat-posts I suppose to help a tiny bit with the comfort.

I would like it to have 3-7 speeds, don't really need more than 7 speeds.

I would like it to have a chain guard.

I would like it to have fenders. I would LOVE it to also have that mud-guard the "dutch" bicycles have but I can fabricate something just for that, it's not mandatory.

I would like it to have rim brakes... a lot of bikes have these coaster brakes, which were awesome when I was a kid, but I don't think they're very strong in emergency situations.

The bike must be meant to take 26" wheels as that is what the electric-hub-motor comes with.

At this point in time if I can find a bike that hits all these without costing more than $300, that would be tight. They could be cruisers or mountain bikes or hybrids, it doesn't really matter at this point.

Do bikes like this exist for this much? I hope they do.. I mean.. there are pretty cruisers with fenders and single speeds and coaster brakes for $125 all over the place, I would think for a little more there may be bikes that come with what I need.
