Need info on DIY'ing some panniers...

Need info on DIY'ing some panniers...
After checking out (via the web) bikebins and the oyster buckets from cobbworks (both too small), I decided I want some buckets. I am wanting to put my backpack in one and use the other one for clothes/rain gear/tools.
I searched the forums and came across CommuterRun's Bass Pro boxes. Somthing like that with the ability to lock would be nice. I can probably find something locally, but I am open to suggestions.
My main issue is that I'm not sure of what type of parts are needed to make the mounting/attachment system.

The ones I made are noisier than fabric panniers, from the stuff inside rattling around. This could be solved with a little padding if it were a concern. I also think the MEC clips would work better when taking these boxes off and putting on the bike. Other than that they've been working great.
These boxes come with the hole to lock them closed. I haven't figured out a way to lock them to the bike, but I haven't tried very hard to do that.
Is what I posted on this thread helpful as to how I mounted the boxes to the rack?:

An aside: I usually ride in an assertive lane position wearing a white T-shirt for visibility. One day my wife passed me on a narrow lane, 2 lane, 55 mph speed limit stretch of rural highway, on a bright, sunny afternoon. When I got home she said the first thing she saw (noticed) was the orange boxes, from over 3/4 of a mile.

They work much better than most of the DIY's I've seen. They are mine, but I build them that way for a reason. Use any buckets you like, I've heard Dog Food works well.

Rixen and Kaul mounting system is used by several quality brands. You rivet an Al rail to the top and a plastic rail to the bottom. The locking QR mounts slide onto the rail, spaced to suit your rack and an anti-sway device slots onto the lower rail. They are rock solid, very safe and release in a second.

I am going to pick up a couple pair of snap type fender hooks designed for boats, to replace the basic fenders hooks on my bucket panniers. The ones I have keep coming off the rack too easily; the latch will keep 'em in place.

I don't understand - why don't you just use the MEC replacement pannier clips?

Costs and time. I have two pair waiting for me at a local marine shop (which is discontinuing the clips) for less then the MEC replacement clips, and that's before you factor in S/H and I can pick them up tomorrow.
