Some folks are just tougher than me!
I like to think I'm pretty tough as far as the weather is concerned. I commute by bike most of the winter. Temps down to 10 are about my limit (6 this morning - didn't ride, forecast 14 tomorrow morning, planning to ride).
But Sunday morning I went down to the grocery store. It was about 5 F and a bit windy. As I was walking in there was a guy getting on his MTB. He was mostly bald, yet wore no head covering whatsoever and was wearing string back fingerless gloves! Man - dressed like that I'd have frostbite in a block, hypothermia in two and be frozen to death in three. Wow. I suppose he didn't have far to go - but still!

In temps you're talking about I wear 2 windbloc hats, a winter coat, toasty warm gloves, neck gaiter, 2 pair of socks, hiking boots, fleece lined wind pants with tights underneath and power dry long sleeved shirt. Dressed like that I'm warm enough but not sweating.
I'm not tough, nor do I claim to be. I do want to stay healthy and well enough to ride through the winter, tho.

People are all over the map. Some have remarkably different physical capabilities and limitations, or they perhaps do not have the means to obtain proper clothing, and really others are just plain stupid.
Rule of thumb: If you are in NYC and it's 90F and the guy walking towards you is wearing a down jacket.... he get's the right of way.

most years I ride year round. I think my body acclimates to the cold during that time. Not that I'm a no hat, fingerless glove kind of guy (I dress for the conditions) but I find I am far less susceptible to the cold temperatures than my friends and colleagues who run from a warm car to a warm building and spend only a few minutes a day actually out in the cold.
I think just about anyone's body can acclimate to lower temps but it may take more time for some people to adjust than others.
And you have to be willing to put up with a bit of discomfort (and pain).

Yeah, I'd agree with that - this guy was over the top, though!
I ride in temps like that sometimes, but wear so much wool I fear that someday an gang of sheep will accost me demanding their coats back! But i have gotten to the point where I ride in when it's 15-20deg and people say I'm crazy - especially when I tell them what a nice morning for a ride it was.
