It's possible the cop said "pull over" four times rapidly by which the guy only really got what was going on the 4th time around. Either way, guy is an adult and chose not to wear a helmet. Write him a ticket or some such...don't run him over and taser him. Cop is the jerk.

Oh yes! I'm sure all New Zealanders agree that gunplay is the appropriate response for a misdemeanor.

What's ridiculous is the law that requires police to spend time ticketing helmetless cyclists. They really do have better things to do.

I could not agree more; I have heard most of the arguments for and against wearing a helmet. I strongly feel that it should be a personal decision and that the government should not get involved.

Is it a good idea to wear one? You bet, should the government require you to wear one, not in my opinion.
