fender that attaches underneath rear rack? on road bike with minimal brake clearance
 

I'm building my old Raleigh back up with parts I have sitting around, and want to make it somewhat weatherproof. Rear fender is most important to me. Now, it has very little clearance underneath the brakes and against the seat tube, even with 700x23c tires, so I can't use a normal fender. However, I have a rear rack on the bike, which I intend to use with a rack-top trunk.

And I'm wondering if there are fender designs that I can attach to the underside of the rack, with zip-ties or something. Here are a couple of photos. This wouldn't protect the brakes or seat-tube/drivetrain area, but would keep spray from going up on my back.

Why not use a clip-on fender like a Speed-EZ?

that's my other option, and may be the better option. since I hope to use the bike for some light (unloaded) touring, it may be better to just buy those.

Something like the speed-EZ fenders but with a more durable mounting system would be nice - when I read reviews there are some of complaints about the mounting system crapping out. SKS Raceblades are a similar option that gets better reviews. Topeak also makes the R1/R2 which is a similar model.
And fenders like this would protect my rear brake as well as my back and rack-top pack, although not the drivetrain.

I just picked up a Specialized with the same problem, zero clearance for a rear fender. I wanted better coverage than those clip-ons. Bike shop fixed me right up. I bought standard full venders, they sliced the rear one in two and mounted the halves to either side of the frame/caliper with a slick little bracket that held it all together. I assumed this bracket was an off-the-shelf solution and not something custom. Works and looks real slick! If you're interested, I can take a pic sometime in the next day or 2 and post it.

wristwister, I'd be interested to see a picture of your mounting setup.
however, it may not help with my Raleigh. That bike has very short chainstays, and you can see in the above picture that the tire is very close to the seat tube as-is... and that's with 23mm tires.

It's not a huge deal because I'm planning to keep the bike in California and only ride it when I'm out there to visit; the main reason I want some kind of fender is for a 2-week ride I'm planning to do from Seattle to San Francisco. In July, so rain won't be much of an issue, but still gives me pause.

I use my old tires for fenders.

You don't need a special fender. I recommend getting a rack that sits higher.

desire for special fender is because of minimal clearance around the rear wheel, as specified in my initial post. The rack is not a problem with clearance, only the brakes and seat tube.
I mentioned the rack only because I thought it might be useful to rig up some sort of fender that attaches to the underside of the rack.

The rack looks plenty high for fenders. Doesn't look like an issue at all.
The brake looks pretty close to the tire, though.

It's like a lot of road bikes. I think I'll end up getting clip-on fenders (SKS Raceblade, Planet Bike Speed-EZ).
