Windproof Jersey recommendations or alternatives
I commute to work as long as temps are above 40 degrees. On
days when temps are between 40-55, I wear a Champion soft-shell bonded jacket:

I wear a wicking t-shirt underneath. This combination has worked so far with temps
in the high 40s. When it gets colder, I plan to wear a wicking turtle neck under
the jacket.
The jacket does a good job of shielding me from the wind, but it is not
form-fitting and catches the wind. I'm looking for some type of windproof
jacket or jersey that has a tighter fit and would work in place of my
current jacket. I also would like to spend no more than $40, if possible.
And, I would like to wear only two layers -- jacket/jersey + t-shirt/t-neck.
Any suggestions?

I can't live without my Mountain Hardware Transition Zip-T. Not cheap but it is formfitting and stops the wind. I wear it with an Underarmour base layer and add a wool mid-layer. Good down to the mid-30's depending on the mid-layer.
