Either one will get a gearing change and street tires.

Which one should I make a commuter, and why?

You're set on a single speed 29er then?

Well, the windsor has disks, which is a plus. But it also has absurd gearing for a commuter. Great for a mountain bike, but lousy for the streets. It also doesn't seem to have rack or fender brazeons. The Outcast does, which makes it a better commuter.

Either way, I'd suggest slicker tires, those knobs won't give you any more traction on pavement.

I am not 100% set, but it seems like a good deal. That, and I would like to be able to switch and make it a mountain bike again so I can ride it like one.
