I assume the people who have actually had their bike locks Krazy Glued by this guy will see this article. They have legal standing to sue the paper for the identity of the vandal. Once they get it they can go after him for civil damages including reimbursing their legal costs. Who knows if you will get the police to go after him but you can certainly sue him.

The author, Community Newspaper Group / Andy Campbell, flat out says he knows who the criminal is, but in exchange for the exclusive story, has agreed to not disclose the identity of the criminal.
It would be tempting to glue Andy Campbell's car doors shut, and then call him offering an exclusive story as long as he agrees to not disclose the identity or persue any legal action.

Problem is that Andy Campbell is probably some college kid who has convinced himself that putting a year into that rag will look good on his resume. Too bad he's going to find out the hard way that real journalism doesn't work that way, we don't support it, and without real skills that go beyond yellow journalism he'll find himself working at a call center with a chip on his shoulder.

If caught, this guy should be locked to a lamp post by the neck with a kryptonite u-lock, beaten until well tenderized, then glue up the lock. It would be worth the cost of the lock.

It seems someone escaped from an asylum or something, since no sane person would go out to deliberately mess with other peoples property in such a devious and low life way. If he is not afraid, then let him try and do that while the bike owner is watching - something tells me that we would not wait long until that guy got handed a pretty good beat down, and he is probably aware of that, so he lurks in the shadows. And by his words, everyone around him is crazy, and he's the only one sane - and yet he goes around gluing people locks - err, can you see the non-existent logic here? "vandalism is an act of enforcement" - that one surely lost it. Inverse try of "logic", which is really no logic at all.
Incredible what ludicrous explanations they won't make today to try and excuse their crazy behavior. As far as this goes, let's hope that one gets caught and fined twice for every lock he destroyed, because if he's messing with other people's property - especially expensive property such as locks - I can't see it any other way then as a pretense to destroy the locks, where ultimate objective is most likely stealing the bike. He needs to be found and dealt with according to the law to learn not to mess with other people's property. And also his state of mind should be troughly checked as well.

I would guess that if it is true, this is an older gentleman with a "there goes the neighborhood" complex. Hopefully he realizes that he is the one who is breaking the law by putting glue in locks, and not the bikers parking their bikes there.

These was a case of that recently here, in a trendy neighbourhood where the community basically died out due to "new money" coming in. An older resident went around slashing tires, was caught, and eventually committed suicide.

We had one a couple years ago that, when he didn't know what his ex-girlfriends new car looked like, went through her apartment complex slashing all the tires. He got about ten cars before the police pulled up, (missed hers, though) and seemed a bit surprised to find out that, since the aggregate damage was well over $1500, it was a felony. (Lots of expensive odd-sized tires, plus they got to add in the cost of having the them all delivered and mounted on-site, since nobody carries four spares.)

FYI Acetone will disolve CA Glues like Krazy Glue. Would probably slow me down for about 5 minutes I suppose. But the guy is still a dick.

oops I see that acetone has already been brought up. If they start using and stronger glue like 2 part Epoxy, then heating it with a hot air gun will soften it to where you can break the bond.
