Need a jersey
I have that wind/water jacket and it's nasty for riding at any time except when it's nippy outside or raining. It sucks, I get to work completely sweat-soaked, I can't evaporate the water off.
So I'll pack that in my bag for when it rains, since it's awesomely waterproof and very much wind proof. Good buy, but it has its uses... it's horrible every-day wear.
I think I'll grab a Pearl Izumi jersey in screaming yellow...

This.
Lack of sleeves isn't a visibility problem, is it?

Why not get one with sleeves? That way you could use it year-round. I like the PI screaming yellow gear; it really stands out. I just bought one of their regular jerseys, the Attack, in screaming yellow.

Eh I wear a CamelBak MULE in white.
I could find one with full sleeves I guess. They tend to be disproportionately more expensive but eh.
No sleeves is nice to catch the wind better. Keep me cool and dry.

Sleeveless does not make sense to me. You're exposing more of your skin to the sun that way. I've gone as far as getting solar sleeves for this summer to protect myself from the heat.

I was wearing that color last summer when I got rear-ended. I also had a superflash on my back-end, and a flashing headlight up front. Visibility doesn't help if they aren't looking.
EDIT: Add'tl info, it was about 2:30 in the afternoon, too.

I use these because of the ventalation and the quick drying material, plus you can wear it when not on the bike too.

The thrift store, backcountryoutlet.com, Sierra Trading Post, etc. I saw one at Value Village for $6. Personally, I'd be willing to spend up to about $40 for a new one, with ultra-fine fibers and a thin fabric.

That's a good point! The first like three days I commuted to work, I got more exposure to sun light than I had cumulatively in my entire life!
I remember when I moved off evening shift to day shift... left work, had no idea what to do. I was so confused because it was 4pm and the sun was out! Usually I rolled into work around 3pm in a big hat and sunglasses, ran about 120 feet through parking lots surrounded by trees, and then went into the core of this windowless building until 11pm. Living around crowded 3 story buildings with no lawns and minimal sidewalks that go right up to the building outer walls, I rarely had to deal with not being in the shade.
It was so weird, too. At the end of week 2 (which I biked 2 days during), I took a hot shower and noticed that my right arm had lost all thermal resistance ... after about 15 seconds pondering on it, I drew my arm out of the shower water, as it occurred to me that the hot (around 135-145F) water was extremely painful. I mean that was the first thing that I noticed, yeah, loss of thermal resistance; but it didn't occur to me that I should remove my arm from the pain until a few seconds later.
It seems, though, that my body developed its own immunity to the sun a week later by increasing the melanin content in my skin. I seem to be fine now.

And your point is? ... You seem to be suggesting that visibility doesn't matter. Of course it does. That doesn't mean that everyone will always be paying attention or that accidents will never happen, but it does improve your odds. There are no perfect solutions to anything.

Icebreaker merino wool t-shirts, after using these I don't want to go back to synthetic jerseys.

Wabi Merino Wool Jersey - USA Made
Wabi Woolens

I too suffer from the soaked shirt problem. I generally just wear some duo-dry wicking shirt when riding. BUT after getting one of the Wool Jerseys from Wabi Woolens, I wish I could afford an entire wardrobe full of these.
Available in short or long sleeve, durable, made in Portland by a great guy, Harth just drop him an email or give him a call. Super friendly and helpful if you have any questions.
