Do fenders just stay on the...stays?

I just got SKS fenders in the mail today and only had enough daylight/patience to install the front one. I took off the caps that came with for a much nicer fit/aesthetic, but how do I get them to stay still on the stays?

I worry that if I hit a big bump, they'll just pop right off and I'll lose the little bolts that hold them in place.

The should have been some locknuts that go on the pins that hold the stays to the fenders. If the nuts are tightened the fender won't move.
