Ortlieb Bike Packer Plus (https://www.bikebagshop.com/ortlieb-b...us-p-1010.html) $180; more expensive than most but they are waterproof, spacious and quickly attach/detach from the rear rack with little effort - simply pull up on the handle and the latching mechanisms open and allow the panniers to lift clear of the rack. I've bicycled through several downpours and everything inside was dry.

The Ortliebs are individual units. You can use one at a time.

If you can fit your daily haul into the trunk bad without messing with the panniers, then putting it on the rack and taking it off is super fast and easy. If you'll routinely carry more then fits in the trunk, I don't know if I'd recommend it because it's much more awkward to carry and attach and detach when the panniers are in use, but having the panniers available for the occasional extra big load is great. Lately I've been using plain, old satchel, though. So the trunk bag hasn't been getting much use. But I also have a wire Topeak basket that fits on the Topeak rack with the same attachment system, so I just drop my satchel in there. Only issue there is that I don't take the basket in to work with me, so if I don't run my cable through the basket when I lock up, it could wander off. So far, though, no one seems to want to run off with my basket, so all is well.
I have a Topeak Rack and Bag...I think it is Great for a commute(I am a Waiter)....the sides fold out and the rain cover is handy....I am just not used to carrying a bag but it is quite secure On the bike but I check before I get on the seat....The zippers are better than average...

I have a Blackburn EX-1, and my wife's bike has a Sunlite Woody. The Ortliebs work perfectly with each.
