Here in Oly anyway:

City of Olympia staff and volunteers walk through Downtown Olympia on random days during the darker months of winter from November through March. Volunteers walk the popular bicycle routes handing out free lights, reflective straps, and safety information, including how to purchase low-cost helmets, to passing cyclists.

They do that from time to time down in Portland also. Sometimes it's bells. They had a free coffee/donuts, etc. booth setup in downtown Vancouver once this summer. The lights were kinda crappy but I clipped one to my backpack just for a little extra blink. They also had bike route map bandannas which are pretty damn cool!

Nice. 60 cyclists w/protection they otherwise wouldn't have had.

Special place in my heart for da'Burgh as I owned a window cleaning business and 80% was in the commercial districts of Oakland. Hope the Original is still there...best fries in the world.

Bike Arlington gave away ~1000 a couple weeks ago, to all trail users (not just cyclists). I got two. They're doing it again on Monday. Oh, and reflective straps.

Yep, last time I was through Oakland the O was still there. Sadly, I can't eat food like that anymore.
